When appraising unimproved land in federally related transactions, the highest and best use of the land determines the type of credential required to perform the assignment.
If the highest and best use is anything greater than 1-4 unit residential, the assignment would have to be completed by a Certified General appraiser.
If the assignment does not involve a federally related transaction, state law dictates the scope of practice required based on the highest and best use of the land.
