Does the appraiser have to test a sample of all utilities?
If utilites are "off" at time of appraiser's inspection to the property, are they to stop the insection of the property (for the purposes of creating the appraisal) until the utilities have been restored to functionality & the do a sampling of the functionality of all the utilities? Or, can the appraiser just note on the appraisal report that the utilities were off, and the appraiser has made the "extreme assumption" that they are functional?
