There is nothing precluding an appraiser from accepting any assignment, provided the appraiser can remain independent, impartial, and objective, and perform the assignment without bias. However, an appraiser is required to disclose, both prior to accepting the assignment, and in the certification of the appraisal report, any interest with respect to the parties to the transaction, or to the property being appraised.
Any issue regarding the fee charged for an assignment is part of an appraiser's business practice, and is not addressed by USPAP (with the obvious exception of contingent fee assignments). However, you may want to check with your state appraiser regulatory agency to determine if they have any such requirements.
