First, it's unclear whether the appraisal tax district you're referring to is subject to compliance with the Uniform Standards of Professional Appraisal Practice (USPAP). If not, we are unable to comment on the methods and techniques used in the assignment.
If the appraisal tax district is obligated (or elects) to comply with USPAP, it's important to understand that USPAP does not dictate any specific appraisal methods or techniques. Instead, USPAP requires that appraisers are aware of, understand, and correctly employ those recognized methods and techniques that are necessary to produce credible assignment results.
As a result, the appraiser needs to determine whether including the enclosed patio/porch in GLA is appropriate, and whether it is necessary for credible assignment results. The resulting appraisal report must also contain sufficient information for the intended user(s) to understand it properly, and cannot be misleading.
